Minister Jennifer Carroll Mac Neill

Jennifer Carroll MacNeill is TD for Dún Laoghaire and Minister for Health.
Minister Carroll MacNeill was re-elected in 2024 on the first count, topping the polls and receiving one of the highest vote shares across the country. She was first elected as a TD for the Dún Laoghaire constituency in the 2020 General Election, having been a Councillor for Killiney Shankill prior to the Election.
Jennifer was appointed by the Taoiseach to her role in January 2025. In the previous government, she served as Minister of State for EU Affairs & Defence, and as Minister of State in the Department for Finance with special responsibility for Financial Services, Credit Unions and Insurance.
Jennifer served on a number of Oireachtas Committees including the Autism Committee, the Public Accounts Committee, the Justice Committee and the Committee on the Implementation of the Good Friday Agreement. She was also a member of the British-Irish Parliamentary Assembly.

Jennifer is a strong advocate for renewable energy and improved infrastructure, suitable for people of all ages and abilities. She is involved with a number of sports clubs locally, promoting children’s involvement in sport, particularly girls, and ensuring the resources are there to enable involvement.
Crucially, Jennifer advocates daily for children with additional needs, and their families, to improve diagnostics, wait times and supports available.
Before entering elected politics, Minister Carroll MacNeill qualified as a Solicitor and Barrister. She holds a PhD in public policy and has worked as a lawyer in the public service, both within the Oireachtas as Legal Adviser in the Office of the Leader of Fine Gael and within Government as Special Adviser in the Department of Children and Youth Affairs, in the Department of Justice and Equality & in the Department of Housing, Planning and Local Government.
